Why did Ukrainian President Volodymyr Zelenskyy reorganize the government? A day following the resignation of the Ukrainian prime minister, he was designated as the defense minister. His deputy, Yulia Svyrydenko, who was instrumental in finalizing a minerals agreement with the United States, is now Ukraine's new prime minister.
Speculation regarding a governmental reorganization had been prevalent in Ukraine for the past three years, and it has now materialized. On Thursday, the Ukrainian parliament endorsed the appointment of Yulia Svyrydenko as prime minister. Svyrydenko is a former minister of economy who previously served as deputy prime minister.
On Wednesday, parliament had also ratified the resignation of Prime Minister Denys Shmyhal. Consequently, the cabinet was automatically disbanded. Shmyhal had occupied his position for over five years—longer than any other Ukrainian prime minister before him.
Svyrydenko, 39, had risen to prominence during weeks of negotiations with the United States regarding a minerals agreement that was concluded in Washington at the end of April. She had demonstrated herself to be a formidable negotiator.

Making new appointments under martial law
Under Ukrainian legislation, elections cannot be conducted while martial law is enforced, which is currently the case amid the ongoing conflict with Russia. Article 10 of the martial law regulations specifies that while it is in effect, "the authority of the Supreme Council of Ukraine […], ministries, and other central and local executive agencies, […] may not be terminated. "
